Chunghwa Telecom had the Best Mobile Network overall, and the Best 5G Network, among providers in Taiwan during 1H 2025. It recorded a median download speed of 136.2 Mbps, and a median 5G download speed of 344.25 Mbps.

Chunghwa Telecom offered the best 5G gaming and video streaming experiences in Taiwan during 1H 2025, according to Speedtest Intelligence data.
HiNet the fastest fixed ISP in Taiwan
HiNet was the fastest ISP in Taiwan during 1H 2025 with a median download speed of 278.18 Mbps, and a median upload speed of 231.98 Mbps.
Taipei and New Taipei were the top performing cities in Taiwan
Among the most populous cities in Taiwan, Taipei recorded the fastest median mobile download speed of 124.48 Mbps, while New Taipei outpaced the other cities to record the fastest median fixed download speed, with 283.74 Mbps.

Chunghwa Telecom had the Best Mobile Network overall, and the Best 5G Network, among providers in Taiwan during this period, based on Speedtest Intelligence® data. It recorded a Speedtest Connectivity Score of 80.34, and a Speedtest 5G Connectivity Score of 78.88.

Fastest Mobile Network
Chunghwa Telecom was the fastest mobile provider in Taiwan for all technologies combined and for 5G, based on Speed Score. Across all technologies combined, Chunghwa Telecom led on median download speed, recording 136.2 Mbps, ahead of next placed FarEasTone, which recorded 85.23 Mbps, and Taiwan Mobile with 82.72 Mbps. Chunghwa Telecom also led the market on median upload speed, with 17.93 Mbps, and the lowest latency with 28 ms.
Chunghwa Telecom led on median 5G download speed, recording 344.25 Mbps, ahead of next placed FarEasTone, which recorded 261.17 Mbps, and Taiwan Mobile with 223.38 Mbps. Chunghwa Telecom also led the market on median 5G upload speed, with 34.52 Mbps, and led on 5G latency, with 23 ms.

Video Experience
Chunghwa Telecom recorded the best mobile video experience in Taiwan, with a Video Streaming Score of 79.44. Chunghwa Telecom provided the best 5G video experience in the market, with a 5G Video Streaming Score of 82.76.

Gaming Experience
Chunghwa Telecom recorded the best mobile gaming experience in Taiwan, with a Game Score of 84.13. Chunghwa Telecom provided the best 5G gaming experience in the market, with a 5G Game Score of 87.1.

Taipei had the fastest median mobile download speed among Taiwan’s most populous cities, recording 124.48 Mbps. Taichung was second, followed by Hsinchu in third. At the other end of the scale, Tainan had the slowest median mobile download speed at 98.14 Mbps, followed by Zhubei and Chiayi. Chunghwa Telecom was the fastest provider across ten cities.
Regional Performance
Taichung City had the fastest median mobile download speed among Taiwan’s regions, recording 109.67 Mbps. New Taipei City was second, followed by Taoyuan City in third. At the other end of the scale, Tainan City had the slowest median mobile download speed at 93.69 Mbps, followed by Kaohsiung City and Taoyuan City. Chunghwa Telecom was the fastest provider across five regions.

HiNet also led the market on median upload speed, with 231.98 Mbps, and on latency, with 8 ms.

New Taipei had the fastest median fixed download speed among Taiwan’s most populous cities, recording 283.74 Mbps. Kaohsiung was second, followed by Tainan in third. At the other end of the scale, Chiayi had the slowest median fixed download speed at 107.28 Mbps, followed by Hsinchu and Changhua. HiNet was the fastest provider across nine cities.
Regional Performance
New Taipei City had the fastest median fixed download speed among Taiwan’s regions, recording 292.18 Mbps. Tainan City was second, followed by Kaohsiung City in third. At the other end of the scale, Taichung City had the slowest median fixed download speed at 177.92 Mbps, followed by Taoyuan City and Kaohsiung City. HiNet was the fastest provider across five regions.
