MEO had the Best 5G Network among providers in Portugal during 1H 2025. It recorded a median 5G download speed of 251.02 Mbps, and an upload speed of 23.09 Mbps.
Vodafone offered the best quality of experience among ISPs
Among the top ISPs in Portugal, Vodafone offered the best video streaming and gaming experiences during 1H 2025, according to Speedtest Intelligence data.
Vodafone the fastest fixed ISP in Portugal
Vodafone was the fastest ISP in Portugal during 1H 2025 with a median download speed of 229.63 Mbps, and a median upload speed of 103.83 Mbps.
Porto and Setúbal were the top performing cities in Portugal
Among the most populous cities in Portugal, Porto recorded the fastest median mobile download speed of 197.28 Mbps, while Setúbal outpaced the other cities to record the fastest median fixed download speed, with 250.14 Mbps.

City Performance
Porto had the fastest median mobile download speed among Portugal’s most populous cities, recording 197.28 Mbps. Lisbon was second, followed by Vila Nova de Gaia in third. At the other end of the scale, Viseu had the slowest median mobile download speed at 97.39 Mbps, followed by Almada and Setúbal. NOS was the fastest provider across three cities.
Regional Performance
Lisbon had the fastest median mobile download speed among Portugal’s regions, recording 150.26 Mbps. Porto District was second, followed by Madeira in third. At the other end of the scale, Guarda District had the slowest median mobile download speed at 51.1 Mbps, followed by Beja District and Viseu District. NOS was the fastest provider across seven regions.

Setúbal had the fastest median fixed download speed among Portugal’s most populous cities, recording 250.14 Mbps. Vila Nova de Gaia was second, followed by Braga in third. At the other end of the scale, Lisbon had the slowest median fixed download speed at 179.91 Mbps, followed by Faro and Coimbra. DIGI was the fastest provider across five cities.

Setubal had the fastest median fixed download speed among Portugal’s regions, recording 242.02 Mbps. Porto District was second, followed by Lisbon in third. At the other end of the scale, Beja District had the slowest median fixed download speed at 90.03 Mbps, followed by Portalegre District and Guarda District. Vodafone was the fastest provider across six regions.
