MEO had the Best 5G Network among providers in Portugal during 1H 2025. It recorded a median 5G download speed of 251.02 Mbps, and an upload speed of 23.09 Mbps.

Vodafone offered the best quality of experience among ISPs

Among the top ISPs in Portugal, Vodafone offered the best video streaming and gaming experiences during 1H 2025, according to Speedtest Intelligence data.

Vodafone the fastest fixed ISP in Portugal

Vodafone was the fastest ISP in Portugal during 1H 2025 with a median download speed of 229.63 Mbps, and a median upload speed of 103.83 Mbps.

Porto and Setúbal were the top performing cities in Portugal

Among the most populous cities in Portugal, Porto recorded the fastest median mobile download speed of 197.28 Mbps, while Setúbal outpaced the other cities to record the fastest median fixed download speed, with 250.14 Mbps.

    NOS had the Best Mobile Network among providers in Portugal during this period, based on Speedtest Intelligence® data, with a Speedtest Connectivity Score of 79.87. MEO had the Best 5G Network among providers in Portugal during this period, with a Speedtest Connectivity Score of 74.85.

    Speedtest Connectivity Score combines key metrics to evaluate the overall user experience that mobile providers offer. It includes Speed Score, as well as indicators for web browsing performance, and Video Streaming Score.

    Fastest Mobile Network

    NOS was the fastest mobile provider in Portugal for all technologies combined and for 5G, based on Speed Score. Across all technologies combined, NOS led on median download speed, recording 142.22 Mbps, ahead of next placed Vodafone, which recorded 120.76 Mbps. NOS recorded a median upload speed of 15.21 Mbps, and had a latency of 34 ms.

    NOS led the market on median 5G download speed, recording 267.46 Mbps, ahead of next placed MEO with 251.02 Mbps. NOS recorded a median 5G upload speed of 21.08 Mbps, and a latency over 5G of 32 ms.

    Most Consistent Network

    There was no winner of best mobile network Consistency in Portugal during this period, based on Speedtest Intelligence® data, with no statistical difference between the mobile providers. DIGI had the best 5G Consistency in the market, with 93.3% of samples meeting or exceeding the higher threshold of 25 Mbps download and 3 Mbps upload.

    City Performance

    Porto had the fastest median mobile download speed among Portugal’s most populous cities, recording 197.28 Mbps. Lisbon was second, followed by Vila Nova de Gaia in third. At the other end of the scale, Viseu had the slowest median mobile download speed at 97.39 Mbps, followed by Almada and Setúbal. NOS was the fastest provider across three cities.

    Regional Performance

    Lisbon had the fastest median mobile download speed among Portugal’s regions, recording 150.26 Mbps. Porto District was second, followed by Madeira in third. At the other end of the scale, Guarda District had the slowest median mobile download speed at 51.1 Mbps, followed by Beja District and Viseu District. NOS was the fastest provider across seven regions.
